Shall the city be limited to a permanent tax rate of $3.52 per $1,000 assessed value, plus 3% yearly, starting 2025-26?

This measure amends the McMinnville City Charter to prohibit the City from levying the full amount of its permanent ad valorem property taxing authority.

Prior to January 1, 2024, the City of McMinnville provided fire and emergency medical services. These services were funded, in part, using approximately $1.50 out of the $5.02 per $1,000 assessed value of the City’s permanent rate taxing authority.

In 2023, voters approved creating a special district providing fire and emergency medical services to McMinnville and Rural McMinnville.  That new special district has its own funding through its own taxing authority.

This measure, if approved, would limit the City to levying a tax rate of $3.52.  This reduction reflects the removal of the $1.50 the City is no longer spending on fire and emergency medical services.  The measure allows for a 3% per year increase until the full $5.02 is available again.

The limit could be exceeded if authorized by a measure approved by the voters. Any other temporary local option or bond levy that may otherwise be approved by voters would not be affected by this amendment.
